Can I use a Utah USDA mortgage to build a new home?

Yes, but with some important caveats. You can use a Utah USDA mortgage to finance new construction, but the process is more complex than buying an existing home. Most lenders require the builder to carry the construction loan during the building phase, then you refinance with your USDA loan once the home is complete (called a “construction-to-permanent” loan).

Very few lenders will do a true USDA construction loan where you own the land and hire a builder. Why? Because the USDA loan is zero down, and most builders won’t take on the risk of building for a buyer with no equity in the project.
